This workshop provides a broad contextual overview plus a detailed road map of government. You will learn about the mechanics of government and Parliament, policy-making and budgetary processes, legislation, and regulations. Understanding how government works is foundational knowledge for a number of our other workshops that provide focused, intensive training in one particular skill set.
This workshop first provides a road map to help participants understand the sequencing of various parts of the legislative process, and to build a planning framework. You will learn how to analyze policy options, manage a project, and write an MC and drafting instructions.
While MCs are used to receive program or policy approval from Cabinet, Treasury Board Submissions (TB Subs) are used to provide new spending authorities. You will learn about the planning environment in which TB Subs are considered and then strategies for preparing an effective TB Sub and for moving it through the system without unnecessary delay.
You will learn some of the strategies for preparing an effective Memorandum to Cabinet (MC) and for moving it through the system without unnecessary delay.
This workshop is designed to provide you with the tools and techniques to support you in carrying out effective consultations. You will learn to maximize the value of stakeholder intervention while minimizing the use of resources.
This workshop builds on the analytical framework established within the Policy ToolBox workshop, first by reviewing the first three analytical steps through a regulatory lens, and then by addressing several other key areas of concern for regulatory programs. You will learn about compliance strategies, drafting instructions, and special tools that help you to make appropriate choices of instruments consistent with the CDSR.

This workshop provides an introduction to policy development for both subject-matter experts and policy analysts. You will learn how policies are developed within government, the difference between big- and small-P policy and policy instruments and a basic analytical framework within which policy can be formulated and analyzed.
